Multiple Creeks and rivers overflowed across the Northeast and Midwest on March 31. Bridges washed out and ice jams broke, flooding towns from Gate City Virginia to Ithaca New York, with boats forced to move supplies and residents evacuated. Two women drowned near Gate City as the South Atlantic & Ohio depot was destroyed by lightning.
From Key West March 31 a dispatch reports 25 000 insurgents under Gen Maceo advancing through Havana and Pinar del Rio provinces destroying property tearing telegraph lines and raiding railways. About 45 000 Spanish troops are in the area with fresh forces arriving Gen Maceo commands 9 000 in the center while Gen Masso and Gen Sacret lead 6 000 each in Havana province and cavalry outside the capital.
Gen Weyler cabled Washington that the Walter G Dygeart case captured near Gaines February 22 is under investigation. Dygeart wandered interior seeking insurgents but was captured and the Spanish plan to release him with a warning to stay out of affairs. A Tug Isabella wrecked Mobile injuries listed. Dynamiters to be released in Britain per home secretary plan.
