Most of the 12 candidates in the Louisiana fast race were still on the sidelines as campaigns faltered. William Dodd, the comptroller contender, faced a slow start amid continued slumps and uncertainty.
Rail unions in Argentina call a 24 hour nationwide strike halting trains and delaying food shipments. The action follows near term demands for full pensions and precedes a planned 48 hour general strike by about 100 unions against anti inflation policy and wage limits.
State Department officials deny curtailing the exchange program and push for broader cultural scientific and educational group visits. Negotiations with the Soviet Foreign Office have continued for months to extend the program for the next two years.
The United States is projected to produce over 600 million pairs of shoes in 1959, surpassing the previous record of nearly 598 million pairs set in 1957.
A prisoner's release is under review after a robbery suspect was allegedly released at East Bank jail. Capt Earl Rolling suspects an inexperienced officer may have erred and vows a full investigation. At Cape Canaveral AP reports Vanguard III is the 12th American satellite placed in orbit in 20 months. The fleet includes Vanguards I and II, three Army Explorers, four Air Force Discoverers, Atlas talked satellite, Explorer VI, and the paddlewheel craft. Russia has orbited three Sputniks. Sputnik III remains aloft.

Campaign officials announced the West Monroe United Givers secured an office at 113 Catton Street donated by H. D. Touchstone. James W. Moore, 1959 campaign chairman, cited A. T. Buddy Harrelson as drive chairman with FA 35638 for contact.
A new satellite will swing from 315 miles to 2300 miles above Earth, similar to Vanguard I and II orbits. NASA expects 30 to 40 years of life for the satellite with radio gear lasting about three months. Vanguard I launched March 17, 1958, may orbit for 2000 years. Vanguard II could stay aloft 200 years. The X-15 achieved its first powered flight at Edwards Air Force Base, California.
