In Austin two factions clash over cotton limits as House opens debate on Rep Olsen’s bill to cap acreage and ban planting in certain years. Proponents of a 1932 cotton ban and larger cuts threaten substitute measures while adjournment debates delay action in the special session.
Officials at the United States Military Academy report Cadet Waldemar J. Thinnes of St. Paul Minnesota has infantile paralysis and a one way quarantine is in effect at West Point N Y as of September 14.
In Monroe, H H B L R Powers at 15 years in the state legislature is remembered for a political arc ending in business as Monroe’s oldest grocer. Frank J. Roddy plans coverage to keep Monroe firemen fit for Haynesville events on Sept 4 35. Charles Rodriguez returns from Mexico with silent findings. Mrs Minnie Ruffin will teach history at Neville high school. Rabbi J Heinberg hints at exposing the laziest man in town. Mrs D K Oppenheimer feeds birds, sparking a sparrow bread battle observed by many. Sam Collins and ex Judge Schulze take a long auto ride, stirring local talk. T J Sandridge forecasts strawberry farming growth, with a quip about gas men and flatulence.
Oscar Nelson president of United Carbon and H C Pearson head of land and geology arrive in Monroe from Charleston W Va for a several day inspection of Louisiana and other southwest properties. Local board of directors includes C H McHenry C E Slagle George G Weaks and W B Clarke. Gas territory in Kentucky spans about 90 000 acres with many wells delivering under contract to Columbian Gas and Electric. Gas will be distributed via Columbia's 20 inch system reaching towns in West Virginia Virginia Maryland Pennsylvania and New York beginning November 1 1931 with minimum deliveries of 39 000 000 cubic feet daily. This will boost earnings as eastern gas prices exceed those in Louisiana or Texas. Continued at Page Two.
A tropical storm swept inland near Pavo Obispo Quintana Roo with unknown intensity. Belize reported five mph winds while Cozumel logged 30 to 35 mph. Belize had suffered heavy destruction and about 1,000 killed from a prior storm. Air service briefly disrupted then resumed as details remained unclear.
In a weather torn flight from Miami to Atlanta, three Miami men died when their aircraft crashed into an orange grove near Vero Beach during a violent storm. The victims were E. A. Edwards, 39, George H. Gibson, 29, and G. R. (Roe) McBroom, 22, all from Miami and connected to news operations. Firemen recovered the wreckage and bodies after residents reported the crash.
Leonce Joseph Guilbeau 34, World War veteran, ended his life by hanging in his father Ernest Gilbeau’s barn on the Lafayette area farm. The motive is undetermined. He was married last Wednesday and is a brother of Edmond Guilbeau, another World War veteran who recently died. Funeral services are planned for Tuesday with American Legion members attending.
Gandhi attends the first meeting of the federal structures committee at St James Palace to draft a new Indian constitution. He keeps to a day of silence, sips goat milk from an American bottle, and sits with Pandit Malaviya and Lord Sankey as police guard the entrance.
Haskel McKinney twenty five year old worker at United Carbon was killed Saturday in Fort Worth rail yards after a freight incident. He had recently returned from Monroe seeking work with his wife and parents en route to Borger, Texas. The body was sent to Monroe for funeral arrangements.
Ouachita parish district court under Judges Percy Sandel and J. T. Shell will resume after a two month vacation from July 15 to September 15. Tomorrow at 10 o clock several defendants may plead guilty and the first motion hour will be Wednesday at 10. Grand and petit jurors for the fall term will be drawn next week. grand jury meets first Monday in October and petit jury a month later with murder cases expected before the grand jury.
In New Orleans on September 14 Governor Huey P. Long canceled a planned Austin trip to address the Texas Legislature on the cotton crop plan after Lieutenant Governor Paul N. Cyr refused to sign a pledge. Cyr insisted on using two planes citing concerns about Long's handling of Louisiana affairs. Both sides gave tense statements as the absence of the governor and lieutenant governor was noted.
District Attorney Blue said he would cross examine Mrs. Benjamin P. Collings aboard the yacht Penguin to test her account of her husband being thrown overboard. Nassau County’s Elvin N. Edwards backs the inquiry and seeks Douglas Doe murder warrants after a bloodstain test is sent to the medical examiner for report.
A plan to levy a one cent per gallon gasoline tax in Ouachita parish to finance public works and employ jobless residents was approved at a morning conference in Monroe. Attended by over 100 civic leaders including Mayor Arnold Bernstein and John M. Breard, the proposal would seek parish police jury approval to add the tax for road and bridge projects with potential drainage work in Monroe and West Monroe. The Monroe Rotary club proposed the initiative, with T. O. leading the committee.
A G Hicks, deputy marshal of West Monroe city court, announces candidacy for election to the deputy marshal post in the January primary. He was appointed last year on December 8 when Judge Decker Moore took office. Other announced candidates include J L Haynes Walter M Stokes Ferris Moore and Bob Kilgore.
In Baton Rouge on September 14 Governor Huey Long’s car struck Julius Rogillio a 16 year old meat delivery boy. The boy escaped unharmed but meat from the market flew onto caddies of Westdale Country Club who gathered the packages. The market proprietor said Long paid for the meat and bicycle damage.
Governor Blackwood urges a special session of the South Carolina General Assembly to pass a 1932 no-cotton law. He argues the Long plan used in Louisiana is best and that a prohibition would aid southern agriculture, with potential constitutional backing and wide farmer support.
Governor Huey P. Long deposited $1000 in Baton Rouge to cover a bet with E. H. Hussey of Dallas. The money would go to a Texas charity if Texas passes a cotton prohibition bill and cotton price fails to double in 30 days and treble in 60 days, with action expected this week by the Texas Legislature.
Labor representatives urged legalizing beer to create jobs for over a million workers. AFL officials project up to 1,250,000 new hires within six months, benefiting related industries, as the American Legion unemployment conference met in Washington.
The United States agrees to a twelve month halt on Germany’s payment of nine million dollars owed to American interests under the mixed claims commission awards.
The Ouachita parish and city school systems reported over five thousand white students beginning the 1931-1932 term. Neville High enrolled 337, with fifty seventh graders in the new building. No classes at Neville today to finish scheduling and construction details. classes resume tomorrow 8:30 to 12:30.
