William M. Shepherd a leading southern Mason and former US Junior Chamber president will address the Ouachita area Scottish Rite Association. Congressman Otto E. Passman urged Masons to attend the 7 30 p m meeting at the Monroe Masonic Temple with Shepherd from Little Rock, Ark, a VP at Arkansas Power and Light.
A dawn tornado at the Texas Louisiana border town damaged five houses and injured Mr. and Mrs. J. C. Cabiness, United Gas warehouse workers, who were taken to Panola County Hospital. The United Gas property sustained the worst damage with the plant itself escaping.
Ouachita Parish residents appear satisfied with parish property taxes. The Police Jury set up a tax review board but heard no protests. They discussed a possible garbage tax in the upcoming school bond election and debated renting a West Monroe building to the ASC for 40 a month. The meeting included criticism over subsidizing the federal government and a veto on purchasing a tractor blade for the Cheniere Lake Commission.
President Kennedy signed three bills targeting organized crime and racketeering in gambling liquor prostitution and narcotics. The measures impose up to five years in prison and a 10000 dollar fine for interstate gambling crimes and for smuggling paraphernalia. The signing at the White House was attended by Vice President Johnson Deputy Attorney General White and several lawmakers.

Enid Wimberly McKain McKoin aged 72 died early Wednesday at 4400 Bon Aire Drive Edgewater Gardens Monroe after months of ill health. Funeral services 4 p.m. today at College Place Baptist Church with Rev T Earl Ogg officiating. Interment Riverview Cemetery. She taught music at Blue Mountain College Mississippi and is survived by husband four daughters nine grandchildren a niece and a nephew.
