Washington AP Members of a House Senate conference committee failed to resolve differences over banning cars with poor mileage. House members refused to accept any form of the Senate proposal to outlaw manufacture of such cars. The Senate would begin the ban in 1980 for those under 16 MPG. The House voted to delay until tax aspects of energy legislation are finished, while the Senate pressed on. The Senate also approved a tax credit plan up to 150 dollars a year to offset higher heating costs from imported fuel oil.
