President Nixon announced he will sign a major welfare and Social Security expansion totaling 6 billion dollars while vetoing two aging measures for unbudgeted costs. He urged work requirements and warned against expanding welfare beyond work incentives.
Israeli warplanes attacked four guerrilla bases within 4 1/2 miles of Damascus then struck a frontier army camp after Syria retaliated with an artillery barrage in the Golan Heights. Late reports said Damascus and Pal estinian sources tallied dozens of dead and wounded as Israel and Syria exchanged fire.
Saigon reports 300 additional U S troops departed Vietnam lowering total on the ground to 33 700 the lowest since combat began seven years ago. Army personnel accounted for all withdrawals with total U S GIs in Vietnam at 20 100 while other forces remain variously stationed offshore and abroad.
