Sam Jones former governor and 1948 gubernatorial candidate told Richland parish voters of a statewide drainage program costing nearly 100 million dollars. Brig. Gen. Ralph C. Tobin was adopted by 80 year old Newport widow Mrs. Hamilton Fish Webster in a full age adoption. Tobin keeps his name and gains rights of a natural son under her estate plan valued at 1.25 million dollars with 120 thousand dollar estate use. Webster, active in local politics and civic groups, disclosed the adoption.
In London the labor government survived two close House of Commons votes on ending the basic gasoline ration. The government won 184 to 160 then 187 to 160, despite Conservative protests and Churchill’s ongoing anti government challenge. Hugh Gaitskell argued abolition would save dollars and support the balance of payments.
International Paper Company plans a 22 million dollar program to modernize eight southern mills and purchase new woodlands. President John H. Hinman says the move will boost southern kraft mill output by 900 tons of kraft board and 100 tons of kraft paper daily, equating to two large mills. The total 1947 49 southern expenditures exceed 40 million dollars, not counting last year’s 11 million for repairs.
The Co I O Utility Workers executive board removed James L. Daugherty California regional director for failing to sign a non Communist affidavit under the Taft Hartley act. Other officers then filed the required oath to enable the union to take labor disputes to the National Labor Relations Board.

Attorney General Clark announced a civil anti trust suit in southern New York federal court against 17 leading New York investment banks for conspiring to restrain and monopolize the securities business. The case seeks dissolution of the Investment Bankers Association of America and names firms including Morgan Stanley, Kuhn Loeb, Goldman Sachs, Lehman Brothers, Dillon Read, and Drexel among the defendants. He said about 20 billion dollars of securities have been issued in the last decade and the firms managed roughly 69 percent of sales.
Ring Lardner Jr and Lester Cole refused to answer if they are or have been Communists, cited for contempt as hearings on purported Hollywood Communist influence enter its ninth day. The committee presented investigators’ testimony of Communist ties while witnesses argued the panel has no right to inquire about beliefs.

W S S Rodgers of the Texas Company disputes Senator Brewster’s claim the United States got nothing from its 80 million dollar Arabian oil investment. Rodgers says America gained a great break and points to 40 cent oil proposals and navy pricing disputes raised during the war investigating committee hearings. The exchange touches on concessions held by Texas Company and Standard Oil of California and potential lend-lease aid to Ibn Saud.
