Italian forces with British French and American reserves breach Austrian lines east of the Piave and seize Congeliano, a key position feared to collapse the northern front. Meuse fighting intensifies with Americans advancing east and Germans bombing west.
Washington reports of Austria seeking immediate armistice create debate among officials. Some urge special treatment for Austria while others push to first address a general armistice with Germany. Contingent independence of Hungary and other nationalities adds complexity to peace plans.
The German note outlines changes in government as proof Kaiser power ends. It says aerial power rests with the reichstag and notes constitutional progress. It may be sent to Paris for the War Council to shape possible armistice terms.
Paris reports interpret the second note of Andrassy as proof Austria Hungary is exhausted and seeks peace quickly. The Danubian monarchy aims to appease anger in Germany and silence the Berlin war cabinet after its defection.

Units held in reserve are ready to join combat east of the Piave and may be brigaded with Italian troops. Large Italian cavalry forces have crossed the Piave. The enemy positions on the lower Piave are critical and may be cut off. Conegliano fell to Italian forces who crossed south of Nervesa Monday night under heavy artillery fire, breaking through roadblocks with civilians waving flags.
Basel reports Count Hadik named to form a new Hungarian cabinet. Karolyk will not join but will back it in the national assembly. In Washington, officials say the Italian front advance against Austria grows in importance as Rome notes over one hundred villages and towns captured.
The Czech national committee takes over Prague functions marking the revolution’s final step. Austrian symbols are removed from buildings and proclamations torn down. City officials swear fidelity to the Czech state as Prague garrison offers armed forces support.
Rome dispatch dated October 27 reports the Austrian fleet hastily concentrated at Fiume with a few ships at Pola and all at Cattaro gone. Hungary allegedly demanded the move to gain control if the dual monarchy dissolves, as Fiume serves as Hungarys chief sea port.
Attorney General Gregory plans to send the Hughes report on airplane production to President Wilson late today or tomorrow. He notes some views differ from Hughes and the document reportedly criticizes inefficient methods while praising certain government production directors and plants with good records.
London October 30. Sir George Save the British home secretary declared in the House of Commons that Germany has flagrantly broken the rules of civilized warfare in treating British prisoners of war. He cited camps with unbelievable conditions and inhumane treatment almost past belief.
Mayor H. D. Apgar announced that starting Friday November 1 the curfew bell will toll at 8 o'clock each night instead of 9. All children under sixteen must comply with the new rule and no child may remain on streets after curfew unless accompanied by a parent guardian or other adult except for workers whose employment requires lateness.
The Food Administration advised state federals to authorize extra sugar for influenza patients or those caring for them where needed as part of epidemic relief.
A warrant sworn by J C Willis, cashier of Ouachita National Bank, accuses James L Bryant of forging and counterfeiting drafts at Monroe and Texarkana. He allegedly forged checks for various sums, used a forged postal telegram, and possessed forged bank notes. The United War Work Campaign in Ouachita Parish sets Nov 11 17 with an executive committee named to oversee the drive.
