Monroe residents narrowly approved an eight to ten year urban renewal plan funded entirely by federal sources. The tally was 5 656 for and 5 087 against across 20 precincts in Wards 3 and 10, with Ward 3 opposing and Ward 10 supporting by a 1 010 edge. The council will certify the result Friday after a 9 30 a m tally check, as HUD funding is sought.
