Bishop Paul E. Martin will dedicate the First Methodist Church Monroe educational building and chapel Sunday. The morning litany at 10 15 a.m. precedes his sermon at 10 50 a.m. with Rev W H Giles and local clergy assisting. The facility, designed by Roy Johns, cost over 300000, is debt free and features modern Sunday School units, offices, kitchen facilities, a library, and air conditioning.
The Japanese house of representatives approved the peace treaty by 307 to 47 and the U S Japan security pact by 289 to 71. Both go to the house of councillors for final approval. The security pact allows U S forces to remain in Japan after the postwar treaty takes effect.

Senator Hunt from Wyoming asked Air Force Secretary Finletter to declare Biloxi Mississippi gambling venues near Keesler Air Base off limits. He said air personnel were visiting openly despite Mississippi law banning gambling and slot machines. He made the request after a Biloxi hearing as a member of the Senate preparedness subcommittee.
The United Nations rejected a Communist buffer zone proposal during Panmunjom talks in Korea. The Reds sought a withdrawal of up to 15 miles, while keeping Kaesong near the 38th parallel. UN officials stressed military security and rejected broad territorial trade-offs. The sessions continue with minor refinements possible.
A U N plan would place a demarcation line largely north of 38 and includes a withdrawal from about 200 square miles in the west. The Communists would pull back troops from Ongjin peninsula areas with limited military value but current administrative control.
Mississippi Governor-Designate Hugh White argues southern states could force a House decision if a strong third party candidate wins enough electoral votes to deny any candidate a majority. He outlines the scenario with 75 to 80 third party votes and a split among major candidates.

In New Brunswick New Jersey 36 leading citizens wore prison uniforms as part of a charity drive for the united fund campaign. They were paraded through downtown and jailed overnight with heavy bail totaling 500000 for 25 health and welfare agencies. Kate Smith spoke in support as crowds watched the spectacle. Two examples of offenses and bail were cited for Dr Mason W Gross and Robert W Johnson Jr with bail 22000 and 20000 respectively.
Gen. Peter A. Feringa of the Mississippi River Commission said a larger appropriation than expected will aid flood control in the lower valley. Rep. E. Passman and officials toured river projects, noting the Boeuf Lafourche drainage, Red River backwater, and Bawcomville levee. Passman praised the program and cited a $2.15 return for each dollar spent.
Winston Churchill led the Conservative party to victory over the Labour government in Britain’s general election. Conservatives won 313 seats with Labour at 290. Liberals five and others two. Churchill praised the support and poised to resume prime ministership amid Cold War policy aims.

Authorities pursue new clues in the case of five year old Joseph Neal missing after his mother Mrs Huey Neal was shot on a rural road near Natchitoches Louisiana. The boy was last seen with Mrs Neal and Warren Kraft who later killed himself. The Neal family has offered a 500 dollar reward.

Atlanta reports identify John R. Fat Hardy as the mixer of lethal wood alcohol and water blamed for a wave of moonshine poisonings. Prosecutor Paul Webb said Hardy admitted selling nine gallons to bootleggers, with a farmer eyewitness and an unidentified Black helper. Deaths near 34 with 301 injured as of midweek, including whites and Negroes.
