Parish Tax Assessor Odis Russell reports total taxes due in Ouachita Parish fell by about 113 942 while overall property assessments rose by 8.6 million. Renewal defeats for three taxes cut 1969 revenue, though new industries boosted total assessment and new taxpayers.
Hurricane Laurie strengthened to about 110 mph with gusts near 120 mph and moved east toward Florida and the eastern Gulf Coast. Evacuations spread across Lafourche Plaquemines St Bernard and Cameron parishes as offshore oil crews halted operations and schools closed along the Mississippi Gulf Coast.
President Eduardo Frei Montalva imposes a state of siege and suspends Congress amid reports of a growing army rebellion. Brig. Gen. Roberti Viaux Marambo leads the uprising, with U.S. mining investments noted and CIA saying it anticipated unrest for weeks.
Wilkes-Barre Pennsylvania AP Ed Mundin Dinis testified to counter an associate medical examiner who said Dinis had suggested no autopsy was needed. Maternal grandparents are Mr and Mrs David Carpenter of Bay St Louis, Mississippi. Paternal grandparents are Mrs Victoria Osterholm of Rhode Island and Mr Albert Osterholm of New Orleans.
W 2B Goza, circulation manager, is in St Vincent Hospital Little Rock Ark in room 1230 for major surgery. He is reported to be fine after the procedure.
In border fighting near Saigon seven Americans were killed and 18 wounded while two helicopters were damaged. North Vietnamese forces reportedly killed 16 of the enemy. A separate air battle 58 miles northwest of Saigon left two Americans dead and two wounded. The USO Club in Saigon suffered a major fire with no casualties reported.
The stock market rose in active trading in New York. The Dow Jones industrial average stood at 845.04, up 5.81, as advances led declines 713 to 475 on the New York Stock Exchange. Brokers noted renewed investor participation.
