Secretary Wallace faces the task of naming about 1,500 county committeemen for the federal farm tenancy program to approve tenants and land purchases. The program will loan $9.5 million this fiscal year with 300 counties in the first year and a nine-member advisory panel per state or territory.
The Red River Parish Welfare Board in Coushatta Louisiana refused a 30 percent beneficiary reduction ordered by state welfare director A. R. Johnson. Chairman Ovid B. Hunter said selecting who to drop was impossible given widespread need and the board referred the issue back to the state. Other members are J. C. Carr A. H. Perry Virgil Cannon and George Posey.
In Baton Rouge Louisiana Dr N Cutter a church deacon with strong religious beliefs wrestles with past conscience over a 1907 unpaid 10 cent rail fare and later overpaying a shoe shine boy a nickel instead of a dime. He seeks to amend past acts by sending extra money and hopes to locate the boy.

Reports from Nanking say five Japanese planes were shot down during raids on Nanking and Chinkiang with 24 fighters taking part. In Shanghai three British embassy cars were machine-gunned, but no one was injured as occupants fled.
In Lansford Pennsylvania on Columbus Day 38 miners abandoned a nine mile Panther Creek valley strike after a week long sit down that halted five collieries and left 7,500 workers idle. The miners emerged from a half mile underground passageway to mark the end of the protest.
James Theodore Marriner, consul general in Beirut, was shot and killed by Armenian immigrant Mejardich Karayan after denying him a U S visa. Police say Karayan admitted the motive, with Marriner struck by six bullets and dying instantly. Marriner, 45, had spent most of his career in Europe, including a stint as counselor at the U S embassy in Paris.
Investigators in Shreveport pursue leads in the fatal shooting of 22 year old Lois Lewis and wounding of 22 year old R Downs Poindexter at the Lewis home. Bullets injured Poindexter and two shells were recovered, with a fourth bullet missing. Police and coroner note chairs and walls were struck. Roosevelt to convene Congress and address nation in tonight's radio speech amid expected pension announcement.

Coast guard and Mackay radio intercepted two SOS calls from an unidentified ship off the Japanese coast early today. Signals were weak and未明 origin unclear. The sender did not identify himself.
In Cincinnati the House of Deputies debated liberalizing remarriage rules for divorced communicants. A joint commission proposal would let bishops decide eligibility to remarry after divorce, currently allowed only for the innocent party in adultery. A minority report urged broader remarrying allowances regardless of cause.
Federal agents and Bangor police killed Brady mobster Al Brady and one accomplice in a five minute downtown Bangor gun battle. A third gangster was wounded and surrendered. One federal agent was injured. Brady, 35, had been linked to bank raids and violence across the Midwest.
Washington Oct 12 President Roosevelt may raise federal revenue estimates for the current fiscal year in a revised budget to be released next Tuesday. Secretary Morgenthau and Daniel W Bell said the latest data show revenues up 63 percent from the previous April estimate, with income tax payments expected to boost receipts further in March while spending trends are reviewed.
In southern Anatolia at the American College of Tarsous a 16 year old Turkish student shot a minister after a dispute over exam marks. The Rev. William Woolworth Jr 43 of Wallingford Conn was reported in grave condition from the wound. The assailant then turned the gun on himself.
