German and Italian troops reportedly entered Romania and a Balkan capital buzzed with plans for a broad Black Sea naval build up. Nazi sources call the Romania deployment precautionary to protect oil fields and safeguard Romanian integrity amid Rome Berlin talks at Brenner Pass.
Treasury officials project a peacetime outlay of 15 billion dollars for the current fiscal year with a deficit around 5.76 billion. The total would be the second highest in U S history behind 1919 and the deficit second only to 1918 and 1919. The figure follows unprecedented wartime appropriations as Congress nears June 30 end and contrasts with Roosevelt's January budget of 8.42 billion.

Two Mobile youths aged 14 and 17 died when a Shreveport-bound passenger train struck them while they slept on tracks about six miles east of Tallulah. The victims were W. A. Anderson and L. W. Coward, both of Mobile, Alabama, returning home from traveling through Texas.
Robert E. Blue Steele a renowned orchestra leader failed to appear for arraignment in United States District Court. A $2000 bond signed by George W. Foster was ordered forfeited by Judge Ben C. Dawkins. Steele was indicted last May for allegedly attacking Deputy Internal Revenue Collector Sidney H. Pratt at the Fisher Hotel in Lake Providence on April 27 during an attempt to collect $722.15 in taxes. The indictment says Steele assaulted Pratt as he executed his duties, injuring him. Foster reportedly declined to send funds for a Steele trip to Monroe. Other arraignments were continued. Mrs. George D. Myers was sentenced to six months for liquor revenue act violations. Sir Louis Beale, member of Britain’s purchasing commission, told the 12th Boston conference that Britain has grown in manpower and materials over the past year and now benefits from inexhaustible resources powered by U S machine industry. He noted about 2 billion dollars in orders in the first year of war and said Britain could become the world’s leading postwar supplier. He warned of sync with U S economic interests and followed Missouri Governor Stark’s critique of trade barriers.
Police say 70 year old Karl Tanzler Van Cosel kept the body of a 19 year old tuberculosis patient in his Florida home for seven years. He admitted removing the body from a vault two years after her death and using wax to preserve it. Deputies describe the bedroom scene with the wrapped corpse and jewelry.
The perfectly preserved infant was delivered by Caesarean a year past the due date. Doctors say only three similar cases exist in medical history. The surgeon notes the child’s state and plans to show motion pictures to the American College of Surgeons. The mother, a 40 year old black woman, is recovering after observation at a public clinic.

Rome reports September naval losses for Italy include 55 officers and sailors killed along with five Askari sailors and two civilian workers. Sixty were wounded and 116 missing in action.
London reports a lull as no bombs fell from dusk to dawn for the first time in 30 nights much to residents relief. The Evening Standard leads with London sleeps soundly in quietest night for month signaling a brief reprieve amid air siege.
Health Minister Malcolm MacDonald announced a government plan to move residents across London county council area Eastham and Westham. The state will provide transport lodging and allowances with five shillings per week per mother and per child over 14 and three shillings per week per child under 14. Removal could occur two days after registration.
Earl G. Williamson, Caddo parish police juror and Vivian mayor, defies the recent double dipping law. He asks for action before October 15 and rejects resigning either office, challenging the constitutionality of the law and signaling possible prosecution.
In Birmingham on October 7 detectives studied hair strands found beside the mutilated body of Patricia Marie Ratliff a 10 year old girl. Coroner Gip M Evans ruled the death a criminal attack and murder noting the child had been dead about 10 to 12 hours when found by her mother Flora E Ratliff in a southside rooming house.
A federal grand jury indicted ten election commissioners from Orleans and Plaquemines parishes on mail fraud and civil liberties violations tied to irregularities in the January and September primaries. The cases involve miscounting ballots and improper mailing of returns to state officials.
In Cincinnati at Crosley Field on October 1 Bucky Walters pitched and batted the Reds to a 4 0 win over Detroit, halting the Tigers after five hits and driving in two runs including a homer. The victory evened the World Series at three games apiece before the deciding game Tuesday. Rain shortened play and reduced the crowd to about 30 481. Rowe started for Detroit and was lifted after four hits and two runs in the first inning. Werber led off with a fence line drive for Cincinnati.
Tigers Bartell lifted a high fly to Ripple and McCosky fouled out while Ripple caught Gehringer’s fly. No runs or hits in the Tigers' first. Reds Werber doubled on a fence line drive to left field, M McCormick sacrificed and Werber advanced, Goodman singled to drive in Werber as Rowe mishandled. F McCormick faced two and one before a shot to York.
