Richard Talmadge Harper, son of Monroe Streets Commissioner Luther T. Harper, has been promoted to major in the U S Army with the Combat Developments Command at Fort Benning Georgia. He is a Stanford University graduate with a master's in mechanical and industrial engineering. Birthday wishes go to Mrs. Glenn Sally Gore of 510 Grayling Lane Monroe.
Eugene H. Buckholtz testified in U S District Court in Monroe that a remark about a payoff could end picketing. He was the lead witness for the government in the trial of Westlake labor leaders Donald Lovett and Harlan Duhon over a $5,000 payment claimed as extortion during a DeRidder construction project.
The Monroe Charter Commission asked to be allowed as a friend of the court in the city reallocation case focusing on form of government. The group will present views based on charter information, not on the constitutionality of the current system. Monroe voters previously rejected a mayor council charter with expanded executive limits.
The Monroe City School Board voted to include physical education grades in students overall averages effective next fall for freshmen. The move, supported by Kermit Youngblood, faced opposition from Board President Yvonne Nash and Martha Henry who argued it is not an academic subject and noted dress and uniform cost issues.
Monroe Streets Commissioner Luther T. Harper announced a 40 percent cut in the Cemetery Department and 10 percent in the Streets Department, trimming labor and clerical posts and pursuing possible replacement with federally funded workers. He noted winter and rain limits on further cuts and highlighted ongoing street maintenance efforts and a new local public works program.
A Mendenhall Mississippi man, John L. Holloway, 38, was killed in a one vehicle crash at Archie west of Jonesville when his 18 wheel International truck failed to stop at La 28 and US 84 and struck a levee embankment. Passenger John Hooker, 46, suffered only minor injuries and was treated and released at Catahoula Parish Hospital.
E A Conway Memorial Hospital plans bed reductions tighter admissions and night doctor coverage to trim a 206000 deficit for 1976 77. Administrator Russell M Carlos seeks 70000 in extra funds from un funded FICA and Workmen's Compensation. Hemdialysis expansion and LSU residency are cutbacks, ambulance use restricted, and new programs dropped to preserve operations.
