Justice Marshall, the first African American on the Supreme Court, takes his seat as the court opens a new term in Washington with President Johnson observing. Marshall swore to administer justice impartially and to equal rights, then sat at the extreme left of Chief Justice Warren. Johnson named him last June to replace retired Justice Clark. The ceremony followed by the justices admitting lawyers to practice and planning private sessions to select appeals for this term.
River stage readings show now at 15.9 feet with flood risk noted in Monroe and Camden. Present levels indicate a change from previous measurement. falls to 7 feet expected later as readings update.
Secretary of Defense McNamara indicated he may back a Turkish proposal to seed atomic demolition mines along the Turkish Soviet frontier. He said the devices would be ground buried and for defense only, while NATO members weighed the plan amid broader missile defense discussions.

Mrs Edgar Masur 66 of 409 Auburn Ave Monroe died in St Francis Hospital after a lengthy illness. Funeral 10:30 a.m. Tuesday at Mulhearn’s Monroe chapel with Rabbi Henry Schwartz officiating. Burial in Jewish cemetery. Survived by son David H. Masur, three sisters, one brother, three grandchildren. Pallbearers listed.
The forecast for Monroe and vicinity calls for clear to partly cloudy skies with rising temperatures through Tuesday. The high today ranges 82 to 88 with a night low of 54 to 60. A school bus collided with a Union Pacific freight train west of Waterloo Nebraska killing four children and injuring six others. The bus driver Thomas M McMahon 28 was uninjured but in shock. Four injured were to be released soon. The crossing has a standard crossback sign and sun glare was blamed.
President Johnson launches a national effort to mobilize private industry with $40 million in federal funds to train the unemployed in city slums and rural pockets. Plans include new plants in disadvantaged areas with federal risk insurance and surplus property, plus a big brother effort to aid small businesses. William E. Zisch of Aerojet General will be special representative to start the program.
