Reuters reports a Vichy broadcast stating Admiral Jean Darlan and General Henri Honore Giraud have been deprived of French nationality.
Moscow dispatches report heavy Red Army gains west of Stalingrad as Axis losses reach about 115,600 killed or captured in nine days with possibly 150,000 wounded. Reuters reports a Vichy dispatch that the Toulon fleet scuttled itself after Admiral de la Borde ordered protection of the fleet. German broadcasts say parts of the French fleet were sunk with German and Italian forces occupying Toulon and entering the arsenal as French troops reportedly resisted the occupation.

Seattle reports the first survivor from the unidentified carrier lost last month in the Solomon Islands tells of Yan kee humor amid tragedy. Commander Edward Patrick Creehan recalls a young electrician joking about his third class rating while they floated in the swell.
Senate Finance Committee Chairman George of Georgia says the Presidents $25,000 net salary cap is invalid and unnecessary. He expects the treasury to seek legislation for more revenue and predicts the limit will reduce receipts as higher earners avoid higher rates. Byrnes estimates a bearer would need about 366000 yearly to net 25000 after taxes.
