Gov. John J. McKeithen wins a committee setback as the House Ways and Means approves a new document excise tax by a 10 to 8 vote. Opponents voiced strong opposition before the bill proceeds to the House floor.
In Stanleyville Congo rebels killed about 50 white hostages as Belgian paratroopers and U S planes staged a dramatic rescue. Dr Paul Carlson, an American missionary, is reported among the dead. 1,600 foreign hostages were in rebel hands as the rescue proceeded.
Dr Paul Carlson the American medical missionary was killed in a mass shooting during a rebel assault on Stanleyville as rescue forces stormed the city. Reports say about 250 hostages were in Lumumba Square when machine gun fire erupted with some Americans believed safe elsewhere.
