Cape Canaveral launches the TIROS II satellite to collect cloud pictures for weather forecasting. The camera-equipped spacecraft lifted off from Cape Canaveral at 6 13 a m and began returning cloud data for study by scientists.
The General Assembly voted 53 to 24 with 19 abstentions to seat Joseph Kasavubu as Congo president, a victory for the United States and Western allies and a defeat for the Soviet bloc and many Asian African nations. The vote ended two weeks of contentious debate over Congo credentials. Kasavubu said he hoped to meet with Dag Hammarskjold and the Congo Advisory Committee to unite rival factions.

Baton Rouge Louisiana. Legislators resume session at noon as Gov Davis leaves funding to pay New Orleans public school teachers to the Legislature. Superintendent Redmond says payroll for 4500 staff faced a $1.9 million shortfall due to funding cuts tied to resistance to integration. Checks will be prepared and delivered by week’s end. The Orleans Parish School Board faced a payless payday amid a system closed for a statewide teachers’ meeting after federal busing and integration actions.
Mothers and children from an integrated New Orleans public school arrived in Baton Rouge to demonstrate as the Louisiana Legislature returned. Emmett Erwin of the Citizens Council waved a black flag and said it mourned Judge J Skelly Wright who ordered first grade integration. A coffin for Wright was said to be en route.

Earl T. Mason of Monroe dies after lengthy illness in a local hospital. Funeral service set for Thursday at 2 p.m. at Mulhearn Funeral Home Chapel with Rev. James T. Horton officiating. Interment in Riverview Cemetery. Mason was president of Mason-Pearson Inc. and secretary treasurer of Pearson-Mason Realty Corp. He was a World War II veteran and Monroe Lions Club member. survived by his widow and a son Ronny.
New York AP reports Gamble Benedict, a runaway heiress, was removed from the new Social Register edition. Her grandmother, Mrs Harper Benedict, who fought to block Gamble’s marriage to Romanian-born Andre Porumbeanu, remains listed in the 1961 Who’s Who of Society released Tuesday.
Norman Mailer appeared on a Mike Wallace program claiming he is sane after police accused him of stabbing his wife Adele. Detectives stood by at Bellevue Hospital as a magistrate ordered psychiatric observation following Rosenberg’s report citing homicidal crisis.

Sterlington churches hold a 730 p m union service at First Baptist Church.

Utilities Commission offices on S Grand follow the same schedule. No mail except special deliveries. post office windows closed until Friday. Police and fire units remain on duty. Chamber offices in Monroe and West Monroe reopen. West Monroe street and garbage departments take one day off, water and sewer two days.
Dr. Wernher von Braun said the United States will have a manned space flight in orbit in 1961 if a series of successful Redstone powered ballistic flights proceed. He expressed no reason to doubt an orbital flight in 1961 and said he believes it will happen.
Louisiana Teachers Association resolutions committee backs a resolution endorsing Gov. Jimmie H. Davis and the legislature in the school integration fight while striking or altering a clause denouncing Judge J. Skelly Wright. Some teachers opposed naming Wright or challenging rulings as usurpation of power. The panel also favors a brief resolution urging action to safeguard members in the effort to keep public schools open and segregated. Delegates numbering about 6,500 gathered for the LTA convention with floor votes on presegregation and other measures.
