Floodwaters from the Snohomish and Stillaguamish rivers lapped over banks as slides blocked rails and highways near a rich farming area. Civil Defense asked the Coast Guard for aid and urged use of civilian outboard boats to evacuate families. Rivers remained high and rising as more damage loomed.
