The Senate rejected a Cranston Steven son amendment to permanently repeal the 7 percent excise tax on autos, keeping a possible Aug 15 to Dec 31 1972 suspension. The bill would redirect revenue to transit and pollution control programs.
The 15 member Pay Board will review the Bituminous Coal Operators Association and United Mine Workers contract to determine if it violates government wage regulations. More than five members requested the review signaling a formal challenge to be voted on by the labor management public body. The contract, signed before Nixon Phase 2 went into effect, reportedly raises wages 30 percent over three years with the board set to hear Nov. 18 at 9 30 a.m. The board also weighs retroactive pay disputes affecting about 100 000 teachers amid the 90 day wage price freeze.
The Price Commission approved a 23.5 percent price rise for 1972 American Motors cars and seeks more data from Chrysler on a 5.9 percent average boost. Ford requests a 2 percent increase tied to deferred labor costs as the panel reviews all filings.

President Nixon signed a 21.3 billion military procurement bill and rejected the Mansfield amendment calling for a fixed withdrawal date from Indochina. He said the amendment is nonbinding and would hinder a negotiated settlement. The bill funds ongoing ABM work and other defense programs and includes a Rhodesia chrome imports amendment not effective until January 1972. Nixon remains silent on negotiations between Britain and Rhodesia.
Senate Majority Leader Mike Mansfield said he hopes the chamber adjourn by December 4 after handling President Nixon's Supreme Court nominees. He noted Rehnquist and Powell remain in Judiciary Committee and won’t be voted on until after Thanksgiving. A recess is set from the day before Thanksgiving to November 29, with a Saturday session planned.
