Monroe city council passed a comprehensive liquor ordinance aligning with Ouachita parish measures. Dance halls and similar venues must close from midnight to 6 am, curb service ends, and sales restricted to licensed premises with fines from 100 to 250 dollars plus jail. A second offense revokes the license.
Citizens seek to overturn Judge James W. Jones Jr in Natchitoches parish arguing the October 31 grand jury panel dismissal was improvident. They claim panel members are qualified and protest alleged public corruption pressures on the judiciary. The petition is filed by the Louisianan Citizens Volunteer Committee with attorneys Charles Payne Fenner Jr and A Brown Moore and signers including Elise Crockerham Clark W T Cunningham D S Williams C R Scott Paul A Ducournau W D Few and Dr J B Pratt.
Judge Isom Guillory instructed the St. Landry Parish grand jury to investigate possible violations of the deadhead and dual office-holding laws. He clarified that a crime requires holding two state offices, not merely employment by a state department, as the fall term opens November 27 in Opelousas Louisiana.
J B Jimmy Gheen of New York will be guest speaker at the Chamber of Commerce annual meeting and banquet on December 15 at a local hotel. Police found a letter in Russell Stoddard’s pocket claiming that certain people know who drove the car when Eddie O’Hare was killed. Stoddard, 21, was stabbed and hospitalized after being accosted on a downtown street. The missive, sent from Little Rock, mentions a boss and warns not to cross them.
Vidalia Louisiana completes its relocation from riverside sites as WPA finishes streets sidewalks and drainage in the new townsite six blocks from the Mississippi. Army engineers enlarged the river bend and built a new protection levee to secure the town after dredging and current erosion.
General Henry Guisan, commander in chief of the Swiss army, ordered a blackout of most major population centers tonight and tomorrow night. The measure covers communities along the German border with exceptions on the French and Italian frontiers, including Berne Basel Zurich and Lucerne.
The federal grand jury in Shreveport returned nine counts against Leon C. Weiss and Monte E. Hart for using the mails to defraud in a case tied to Leche Hall at Louisiana Polytechnic Institute. Benjamin F. Bradford was indicted for diverting WPA funds. Bonds set at $5,000 each.

Mrs M L Jenkins presided as plans for 1940 included goals of 45000 in cooperative church work and several mission and building projects. A new Missionary Training school building in Louisville Kentucky will memorialize Miss Hannah Reynolds.
General Wladislaw Sikorski, premier of the Polish government in exile, said in London that the allies would win the war and Poland would regain life as before. He had traveled from Paris where his government is seated to confer with British officials.
In Shelbyville Indiana burglars let in a flock of chickens before leaving and the Messmores found chickens on furniture. In Aberdeen Washington Harry Long killed a big bull elk and was returning to camp when another hunter shot the horse meant to pack out the meat. In Boston police may struggle to catch a horse thief as Joseph E Solomon reports his junk wagon stolen.
In New Orleans on November 14, Sam Jones blasted Senator John H. Overton for backing the state administration while sparing Senator Allen Ellender. James H. Morrison and James A. Noe urged voters in Oak Grove and Gueydan alike that the administration deceived and failed them. Jones pledged to ban lawmakers from holding other state jobs and challenged Overton’s claim about an indictments not targeting Governor Long, arguing indictments rest with grand juries. He blamed Overton’s faction for years of indictments against officials who harmed Louisiana.
District Judge J D Womack ordered briefs from attorneys in a suit seeking ouster of Governor Earl K Long and Attorney General Lessley P Gardiner. Braniff seeks to compel a special election for Orleans Parish district attorney and two citizens seek removal over 1873 law on recognizing officials. Braniff alleges Byrne’s appointment as district attorney was illegal and Hertz replaced him illegally after Byrne resigned.
Berlin reports Von Ribbentrop informed Belgian and Dutch envoys that Germany will return a polite no to the mediation offer. The one page and a half note will be sent to The Hague and Brussels with instructions for presentation tomorrow. A separate high command communique notes Nazi air actions near the Shetland Islands and a sterner submarine campaign looming.
CBS will salute KWKH Shreveport from 9 to 9:30 PM in a coast to coast program. The recognition notes KWKH’s power increase to 50 000 watts and a new $200 000 transmitting plant near Dixie. Performers include Raymond Scott Nan Wynn Jerry Cooper the Modernaires and Mel Allen.
District Judge Charles A. Holcombe in Baton Rouge considered pleas by William C. Tuttle and Guy Graham to reinstate them as governor candidates after the state central committee rejected them as dummy candidates. He also reviewed pleas from 16 Republicans seeking certification for the Republican state committee.
