Jeff Maynard marks his 13th birthday entering adolescence. He is the son of Mr and Mrs John Maynard of 114 Oak Circle Monroe and attends Jack Hayes School in seventh grade. A 55 year-old maintenance mechanic from Minden, John J. Griffin, was killed instantly at the Louisiana Army Ammunition Plant near Minden when a downing elevator car struck him as he looked into the shaft. He died at the plant hospital, authorities said.

The House Appropriations Committee advanced a 1.45 billion military construction bill to fund the Safeguard ABM program. It includes 16.6 million to begin deployment, 2.5 million for an underground command center at Cheyenne Mountain, and 14.1 million to develop Kwajalein Island for full scale tests next year. Lt. Gen. A. D. Starbird testified tests will involve Safeguard radars, Spartan missiles, and Sprint interceptors deployed at Montana and North Dakota sites, with potential vulnerability to saturation attacks acknowledged.
The Supreme Court refused to grant youths accused of serious crimes the right to a jury trial. An unsigned opinion denied Nebraska boy's appeal, ducking the issue since his case began before the adult jury trial ruling. Justices Black and Douglas dissented strongly from the decision.
