Administration sources disclose a 136 million dollar all cash sale of U S feed grains to the Soviet Union. Controlling firms Continental Grain Co and Cargill Inc will ship two million tons of corn 600000 tons of barley and 300000 tons of oats with union support for loading. Any origin vessels may carry the cargo under competitive rates as part of easing balance of payments concerns. The June policy change ends the Commerce Department permit requirement for grain exports to Eastern Europe and the Soviet Union.
