Baton Rouge, Nov 4. Governor Sam Jones told LSU board that federal policy has moved from scarcity to plenty and urged expansion of agricultural diversity in Louisiana. He warned of cotton crop failures in Natchitoches and East Feliciana and noted East Feliciana families now rely on livestock and poultry with bank cooperation.
Vichy France extended summary trials and the death penalty for communistic and anarchistic activity to American colonies and other empire territories. Special courts in Guadeloupe French Guiana St Pierre and Miquelon and military tribunals elsewhere could sentence up to death for offenses in the past decade. Appeals were barred and executions to occur within 48 hours.

Three Mississippians and one Louisianian were among 45 crew members saved from the torpedoed destroyer Reuben James, reported by the navy department. C. E. Appleton Jr of Sardis Mississippi, P. G. Appleton of Sardis Mississippi, J. R. Sills of Jackson Mississippi, and C. Tate of Ville Platte Louisiana were listed among survivors.
Albert Law editor of Tex announces a nationwide search for the coiner of the Dust Bowl term. Four newspapers join offering $50 cash for information leading to identification. Leo Jordan, 23, of Fulton, confessed to slashing 5-year-old Warren Snyder’s throat after luring him away from play near a desolate edge of Fulton. Whiteside County Sheriff Roy Crook said the body was found about 10 p.m. after hours of searching by officials, Boy Scouts, and residents. Jordan had just been released from custody for a rape charge and earlier served five years in an Iowa reformatory.
The capital faced shock as news reported the loss of James and 12 others in a bomber crash on patrol at sea. The navy said seven officers and 48 enlisted men were unaccounted for, with two bodies recovered and 45 survivors listed. One sailor remained in serious condition. Pittsburgh dispatch reports fireman Leroy McIntyre risked his life to rescue his son Edwin from a 10 foot high structure on the Sixth Street bridge over the Allegheny. Edwin, aggrieved by a quarrel with his wife, climbed to the top and refused to come down until his father arrived. After the elder McIntyre ascended, he guided Edwin down the ladder and they were greeted by cheering onlookers. Edwin was later held at the station for a disorderly conduct hearing.
Helsinki dispatch says Finland will reply to the American warning that it must cease fighting Soviet Russia to maintain U.S. friendship. The Finnish news bureau cited authoritative sources saying reports on the U.S. note are not entirely correct and promised more exact information with Finland's reply.
The World Today reports tank led German forces pushing into Rostov on Don while Red Army repels attacks near Tula. Sevastopol shells and air actions rise as Berlin forecasts a rapid assault. Claims of fresh Soviet troops bolster Moscow defenses and recapture of villages. Naval clashes and merchant ship seizures accompany statements from Britain Japan and the United States on torpedo losses and losses at sea.
Fifteen thousand long lines telephone workers authorized a strike for November 14 to press for a 4 percent wage increase and narrowed geographic pay differentials. Union president John J. Moran of Pittsburgh warned the walkout, if carried out, would disrupt long distance wires civil and military and national radio wire hookups and teletypewriter news services across 42 states. The strike could affect most telephone operations unless the dispute is certified to the defense mediation board.

Hyde Park typically leans Republican though Elmer Van Wagner has served two terms as town supervisor and the president voiced support for his reelection.
In Oklahoma City on November 4, Governor Leon Phillips faces a persistent wolf prowling the governor’s doorstep. The animal, initially humorous, grew brazen, disturbing Mrs. Phillips and the public with nightly howls and overturned garbage pails. The governor summoned the zoo keeper to deal with the intruder.
