Juarez reports a telegram says Vice President Corral resigns and Diaz plans to depart the country. Mexico City awaits Madero cabinet approval and Diaz resignation, with railways set to resume service and 8,791 kilometers restored after rebels.

Memphis Tenn May 23 It is reported here that firemen on the Southern Railway system will strike at noon tomorrow if demands for a new wage scale are not granted or a compromise reached. Conferences between firemen representatives and railroad officials are being held in Washington today.

President Taft reached New York at 1 PM to attend the ceremonial opening of the public library. He will return to Washington tonight. The library project involved an expenditure exceeding ten million dollars.
