Secretary of State Cyrus Vance meets Shah Mohammad Reza Pahlavi in Tehran to discuss U S arms reductions and proposed sales worth billions including five Boeing 707s and possible F4 Phantom and F16 aircraft. The New York market rose modestly as banks signaled prime-rate hikes. The Dow Jones average stood at 927.49 up 1.95 from earlier, with three advancers for each two decliners on the NYSE. Citibank and other banks raised their prime rate from 6 to 6 percent.
