Scott Obrecon faces a stalemate as he cannot agree to the government’s proposed measures. The dispute centers on policy direction and potential reforms affecting local governance and accountability. No resolution yet.
May 12 report states Secretary Ker sent Scott back to Washington as border talks with Carranza fail to yield agreement. U S forces in Mexico remain under threat of further losses, with officials saying no change in Mexican policy. Separate city reports note raids, killings, and troop movements across Texas and New Mexico as the stalemate continues.
The El Paso conferences between Obregon and American confreres failed to produce a final accord. After two sessions Obregon and Funston departed, with Col. Michie announcing that talks were suspended to be taken up by their governments. Carranza’s side remains firm on withdrawal. Washington and Lansing will direct further steps.
Sheriff Wo KR Turner of Tyler Texas came over last night and left this morning at 6 eclock taking into custody Janes Hollins a Black person arrested here days ago by Sheriff Johnstoen on forgery charges. The trip from Tyler to Monroe and return is in Turner's auto. Hollins admitted he had done nearly everything except serious crimes and said he had been in half the jails in the country and called himself a bad Black person.
El Paso May 12 Juan Amador Carranza's subsecretary of foreign affairs said General Scott ordered troop dispositions to maintain order on the frontier. Obregon has sent 10,000 soldiers into Chihuahua and Coahuila, with others to the Big Bend to pursue bandits and rescue Janes Deemer. Amador warned no danger of conflict between Mexican and American forces.
State legislators recess after tabulating governor's message and return to adjourn on Monday.
Baton Rouge May 12 Both senate and house met to dispatch weekend business with 2 in the house and 22 in the senate. Governor's message read and returns proclaimed at noon. Vote tallies listed for governor lieutenant governor and other officers. Overdraft of 154 740.77 confirmed as 1915 indebtedness. Warrants to be issued by Capdeville and Smith. A central levee supervision board proposal included. Several bills introduced in both chambers including salaries for clerks and sheriffs and legislative session timing changes.
Arkadelphia May 11 reports shipments exceeding 1,800 barrels of radishes from the Blevins area to northern markets, signaling strong demand and potential expansion in regional vegetable trade.
Farmers report extensive truck farming with radish yields up to 50 barrels per acre and higher in some cases. Many plan to increase acreage next year as a record cantaloupe harvest is indicated in the section.
Washington May 12 Associated Press reports that the secretary said there were no Panamanian advisories confirming Governor Goethals plans to resign June first. Goethals allegedly has a tacit agreement with the War Department to retire when the canal slides removal is finished.
The Austro Hungarian passenger steamer Dubrovnik was torpedoed and sunk by a submarine in the Adriatic, unarmed and without warning. Berlin and Paris dispatches note ongoing Verdun fighting with German and French exchanges and increased artillery activity along the front.

Baton Rouge May 12 Governor Luther Hall sent a 31 page farewell message to the legislature defending his administration and asserting every platform pledge has been kept. He notes improvements over a climate of unrest and civic decay and declines to offer legislative recommendations, saying successors must determine needed laws. The review contrasts 1912 conditions with the present and cites fiscal optimism once revenues are collected.

Marathon Texas May 12 Mexican bandits fired on a military car carrying dispatches from Major Langhorne to Colonel Sibley eighteen miles north of Boquillas on the Marathon Boquillas road. Five shots missed the driver J Howard who escaped unharmed. Langhorne sent soldiers who found no clue to the assailants. A 50 man detachment crossed into Mexico opposite Hogullas and Green Springs arresting fourteen Mexicans. four held for further inquiry.
West Monroe celebrates the dedication of a new graded school building with a street parade by merchants and students. City High and Ouachita Parish High students join a large school parade. Dedication in the auditorium features welcome by Dr. T L Hood and address by Prof. J E Keeney. Athletic contests and prizes follow.
