Baton Rouge May 3 Governor Richard Leche announced a bill to cap the cost of utility rate investigations at $500 per month. The measure aims to curb high charges, citing past excesses under Huey P. Long and ongoing investigations of major utility firms. Huey Long’s ally Earl K. Long recently drew a $10,000 fee related to public service commission work.
The Ouachita parish tax collector reports 1937 state and parish taxes totaling 764,938.98, 92.36 percent collected of 828,173.20 due, claimed as the parish’s best year. About six percent remains uncollected and 1.63 percent is deemed uncollectible due to adjudicated properties. delinquent properties will soon be advertised for judiciary sale. taxpayers urged to pay to avoid sheriff sale.

Elwyn Gibbon of Seattle was held six days in a Japanese port for questioning about his service with China's Flying Legion while aboard the President Taft en route to San Francisco after disembarking the Empress of Asia near Yokohama Japan.
London May 3 Britain seeks to mend rifts with Germany and Czechoslovakia after House of Commons approves Anglo Italian friendship. Jan Masaryk and Viscount Halifax held talks to urge compromise with 3,500,000 Germans in Czechoslovakia and to persuade Konrad Henlein to soften demands. Britain with French help hopes for German support to modify Czech policy and avert conflict.
Bob Davis of the New York Sun reports Colonel Edward M House’s account of his rift with Woodrow Wilson during the 1919 Paris peace conference. House said there was no personal dispute, though Wilson was of another mind, with the two men briefly meeting at the Crillon hotel in June 1919 amid ongoing talks.

Winthrop W Aldrich of Chase National Bank attacks Roosevelt spending and credit expansion as dangerous.
Los Angeles May 3 Jackie Coogan celebrated a major legal win in his $4 million accounting suit against his mother and stepfather over The Kid earnings. Superior Judge Emmet H Wilson overruled demurrers and refused to dismiss receivership actions while noting the involvement of Arthur Bernstein. Coogan said the law is on his side and that his father intended the earnings for him when he turned 21.
Shanghai dispatches say a seven mile Chinese offensive in southern Shantung forced Japanese troops to retreat northward. The offensive targets Taierhchwang and Pihsien near Kiangsu, with 800000 Chinese troops declared ready to participate. Chinese infantry repulsed ten Japanese assaults on fortress villages and widened their gains toward Tancheng to encircle the Lunghai railway area.
In Los Angeles May 3 7 a preliminary hearing heard Simone Simon’s secretary Miss Sandra Martin accused of stealing 11910 from the actress. Martin remanded to county jail on 10,000 bail to await arraignment May 18.
Cleveland investigators linked a young mother, the eleventh victim of the citys torso slayer, to the killer through a T shaped abdominal scar. Fragments of the body trunk thighs and a right foot were recovered in the Cuyahoga River near downtown. A lower left leg recovered three weeks earlier is part of the same body. The head remains missing and detectives seek identification. The killer dismembered crudely though earlier victims showed more professional handling. Coroner S R Gerber noted possible appendectomy or caesarean origin for the scar and affirmed the victims death occurred at the hands of the same killer.
