In Bogota March 31 diplomats signaled the Pan American conference will condemn Communist infiltration. Secretary of State Marshall won unanimous support to add subversive activities to the program at a preliminary session.
President Truman’s Taft Hartley board revises a report due by April 8 on the nationwide meat strike involving 100000 CIO workers who quit March 16. The inquiry may lead to an injunction to halt the walkout, while USDA figures show week two output rising 9.9 percent but 38 percent below last year. A.F. of L. involvement noted.
Police Commissioner Wallander alerted key city officials to prepare for any eventuality as world tensions rise. Health and hospital departments mobilized disaster plans with medical societies aiding. A doctor warned an atom bomb detonation could kill at least 160000 in NYC with widespread panic and radiation dangers.
Baton Rouge March 31 report that Arbert Hopkins Sr. condemned for murder in Assumption parish has an execution date of April 30 in Napoleonville. Governor Jimmie Davis signed a death warrant ordering the sentence carried out for the killing of Francis Hopkins.

London dispatch reports Russia liberalized its offer to Austria, accepting 150 million dollars in cash paid over six years for former German owned property under the Potsdam framework. Russia also seeks two thirds of Austria’s oil for 50 years and control of the Danube Shipping Co, with western powers willing to meet about half those demands.
Congress members said the United States has an adequate supply of atom bombs and is expanding production. The claim came from David Lilienthal during secret testimony to the House appropriations committee on February 28. The panel recommended $150 million for the atomic program.
In New York on March 31 a four month bride, Vera Lotito 56, partner at Gotham Travel Bureau, was found stabbed and garroted in her midtown Manhattan one room kitchenette. Husband Robert Lotito an insurance executive discovered the body. Police call the crime one of vengeance with rings and jewelry missing, no suspects yet.
The state mineral board offered for lease more than 130000 acres of state oil lands including beds of rivers and streams and coastal areas. Bids will be opened at the capital April 20. Lands span Terrebonne Fourche St. Landry St. Mary Iberville Concordia Lasalle East Baton Rouge Plaquemines Livingston Tangipahoa St. John Caddo Bienville Bossier and Red River parishes with water bottoms in Lakes Maurepas Concordia Felicity St. John and Catahoula.
A merchants association was formed in West Monroe during a city hall meeting led by Monroe West Monroe Chamber officials Dr. J. W. Cummins and Herbert Bailey Jr. The group plans a merchants division, to be finalized in about two weeks, with F. C. McConnell as temporary chairman and Charles Wall Jr. as secretary.

The Oua chita Bus Company announces an inter city service starting April 1 linking Monroe and West Monroe. Monroe terminal will sit east of Walnut street near the Illinois Central tracks and Milner Fuller Motor Company. West Monroe cars will run 40 plus trips daily to Monroe, the line’s end on the west side. The project will undergo an experimental test to gauge feasibility.
A Cairo to Haifa train exploded on the coastal plain killing 49 and injuring 69 near Binyamina. Most victims were Arabs with the blast derailing the engine and four coaches. The attack occurred in a Jewish area amid retaliation rumors and growing food shortages in Jerusalem.
Two U S army ships bringing American war dead face weather delays in the North Atlantic. The Robert Burns with 2 805 dead should dock April 2 instead of March 29, and the John L McCarley with 2 671 is now due April 4, one day late.

The U S weather bureau reported small craft warnings from Galveston Texas to St Marks Florida expire at 3 30 p m CST today. Southerly winds 25 to 35 mph shift to east and northwest 12 to 20 mph along the Louisiana coast tonight and Thursday. Texas coast winds 8 to 12 mph this afternoon become east and northeast 10 to 13 mph tonight and Thursday.
