Capt William D Brown pleaded guilty today at a Navy court martial to negligence and neglect of duty in the grounding of the battleship Missouri. The 47 year old former skipper told the court he alone was responsible for safe navigation and that his orders put the ship aground. He acknowledged accountability, apologized for the impact on others, and described mental shock and strain during salvage. Brown commanded the 45 000 ton battleship when she ran aground on a Chesapeake bay shoal January 17. He pleaded guilty to three charges and four specifications in the general court martial convened to try him.
The Monroe city school board met in special session to discuss securing tax exemption for residents not covered by the $2,000 state homestead exemption. The board issued a statement explaining a proposed constitutional amendment to extend school tax relief, noting current limits and anticipated legislative action.

Secretary Sawyer said national output for the first quarter of 1950 neared the 1948 boom peak with total production, including industrial, distribution, agriculture, services and government, rising. He cited mild employment concerns and a 11 percent drop in 1950 business plant and equipment plans versus 1949, amid factors pushing unemployment toward 4.5 million in February.
In Bastrop Louisiana Judge David I Garrett sentenced a Rouge man to one year in jail after he admitted setting his own automobile ablaze to collect insurance. Walter C King pleaded guilty to arson with attempt to defraud insurers. He reported a 1947 Ford theft on March 14 and the car was found burning later that night near Whamhill on the Monroe Clinton road. State Fire Marshal Garland May linked the act to the scheme. King was arrested March 17 and posted a $2,000 bond.
Manila March 30 President Elpidio Quirino ordered to take a complete rest for three months due to an over taxed heart. Doctor Americo B M Sison, the presidential physician, said the condition is not serious but noted kidney operations in Baltimore last January and stress since his return have overtaxed his heart.
Fay Bell aged 67 brother of late West Monroe mayor C C Bell died in Portland Oregon Saturday. Body to arrive Friday night with funeral set Saturday at 2 pm in Hall Funeral chapel and burial at Hasley cemetery. Survived by wife and several children in Louisiana and Minnesota. Mayor C C Bell Jr and Darwin Nichols are nephews.
President Truman summoned correspondents to a rare news conference at the winter White House in Key West Florida to outline shifts in his administration and defend Secretary of State Acheson. He warned against Republican attacks on the State Department and announced potential high level moves including Pace to army secretary Finletter to air force secretary and Lawton to budget post. He also urged officers to ignore a Senate loyalty records subpoena in a case of alleged Communist influence.
Secretary of State Acheson told the Senate Foreign Relations Committee that reducing the 45 million dollar request for President Truman's point four program would hinder efforts to check communism in Asia. He warned such a cut would signal a lack of interest to Asia and other underdeveloped regions and jeopardize planned activities for the coming year.
Washington dispatch reports members of the house armed services committee plan to add about 647 million dollars to the coming defense budget. Gen Eisenhower testified a half billion more could strengthen national defense. The bill would total 13.911 billion in cash and contract authority for the armed forces for the year beginning July 1.

Police crackdown targets barroom vice as New Orleans tense.
In Philadelphia on March 30 an apartment wing of the Belle Vista private sanatorium burned. Nine male patients died as flames and smoke spread from basement to upper rooms. Two firemen a nurse and at least 80 other patients were injured or overcome.
In Washington Republicans push fresh proposals to curb or reallocate aid to Ireland and European recovery programs. A House vote sharply restricting aid tied to Ireland partition passed 99 to 66 but is expected to be rejected in the final tally. The drive also seeks to divert $1 billion of Marshall Plan funds for U S farm sur plus and to trim $150 million in unspent aid for the current year. Republican leaders say ECA overestimated needs while Democrats warn against undermining aid goals. The Irish bloc cheered the partition stance, though leaders doubt the measure will endure.
Two Monroe residents suffered minor injuries after a Wednesday night crash on Riverside near Stubbs Avenue. Robert E. Whipple Jr. collided with a parked 1933 Chevrolet coupe and hit a tree after being blinded by headlights. Dorothy Fountain received facial injuries and possible nose fracture. both were treated at St Francis Hospital.
A Ku Klux Klan official, Rev. Alvin Horn, was arrested at his Talladega County home and charged in the Feb 22 slaying of Charlie Hurst, 39, a country storekeeper. Four other men, Claude Lucker, C. M. Hunter, Charlie Carlisle Jr., and Albert Wilson, are in custody on murder indictments. trials have no dates yet. Horn said he had been in Georgia and did not know he was wanted.
