Plans to reclaim submerged lands advance as authorities outline drainage projects. Officials from the agency and local government discuss funding, timelines, and the expected impact on coastal communities and land values.
D E King industrial commissioner for Missouri Pacific and Tron Mountain Railways discussed the National Drainage Congress scope in New Orleans ahead of the April 10 13 meeting. He urged appointing a Government Commission to plan drainage and cost estimates for a unified district to reclaim submerged lands in the lower Mississippi Valley and beyond.

Washington reports that dependable American citizens in Mexico City will be armed for defense with firearms distributed by Ambassador Wilson. Mexico allows foreigners to be armed in the capital as confirmed by Acting Secretary Wilson.

In McComb City Mississippi two Illinois Central brakemen, George C Ellzey and A F Fortenberry, fought in Haines jewelry store on Main Street today. Ellzey died instantly after Fortenberry fired while they struggled. Fortenberry was mortally wounded and taken to a hospital.
Washington March 29 a physical valuation of all the railroads in the United States is authorized in a bill reported unanimously to the House by the Interstate and Foreign Commerce Committee. The measure enlarges the power of the Interstate Commerce Commission and empowers it to value railroads for fixing and adjusting rates.
Mrs Zee Runge McRee takes the stand in Opelousas seeking acquittal after two defense witnesses. She reiterates she shot Allan Garland on September 21 last to defend her honor amid a cross examination.
Blacksburg South Carolina March 29 two Black men Joe Brinson and Frank Whiscount were fatally harmed by a mob. They allegedly forced a white man to drink whiskey and confronted him while intoxicated. The men were arrested after the man reported the incident and later died in a related shooting as others broke into the jail and took them to a nearby blacksmith shop.
A Nanking report describes a serious outbreak with widespread looting by soldiers. It also notes the handing over of the presidential seal to Premier Tang Shao Yi as Yuan Shikai's representative in Nanking today.
Claud Swanson Allen, namesake of a U S Senator, surrendered to a posse after nearly two weeks on the run in Virginia. He said he had slept little and starved, admitting involvement in the court house killings and describing the moments of the shooting. Detectives linked one of his pistols to the court house attack and he awaited transfer to Roanoke jail.
