Washington AP A Justice Department plan to curb heroin and morphine trafficking would amend the 1970 law to impose mandatory life terms for certain second offenders and deny bail for those charged with selling drugs. Atty Gen Kleindienst urged swift enactment noting high crime linked to addiction and trafficking.
The Monroe division of the Louisiana Department of Employment Security reports February unemployment at 6.1 percent with 3,100 jobless, down 400 from January but 400 higher than February 1972. total employment rose to 47,650, up 1,150 year over year.
The Supreme Court ruled 8 to 1 that Texas owns half the oil rich land under the Sabine River, granting Texas rights to oil and minerals in the river bed. It held the boundary at the river’s geographic middle and left islands on the east side to Louisiana, with US potential ownership of west islands and a further decision by Special Master Robert Van Pelt. Louisiana argued the 1819 treaty gave it all land under the river.
A Viet Cong spokesman stated efforts will free the final 147 American prisoners of war by next Sunday, three days before the March 28 cease fire deadline. Capt. Phuong Nam, VC Joint Military Commission spokesman, said the subcommission is still determining return details but aims to complete releases of both Vietnamese and American prisoners by March 25.

National taxes loom larger as Ouachita Parish residents are projected to pay about 52.3 million dollars this year up from 48.2 million last year. Statewide Louisiana receipts reached 1.597 billion with local share about 3.02 percent. President warns of higher taxes if spending isn’t slowed.
State Farm announces a 1.4 million dollar, 52116 square foot expansion of its Monroe regional office to create the largest site among 25 in the United States and Canada. Regional VP William D. Sanders spoke at a Bayou DeSiard Country Club luncheon about plans to have the site serving over 802000 policy holders in Louisiana Arkansas and Mississippi by year end. The luncheon was hosted by the Monroe Chamber of Commerce and State Farm.
Herbert Stein chairman of the President's Council of Economic Advisers told executives in Washington that food price increases are near ending and farm prices should be no higher than end of 1972 by year end. He credited supply actions and producer gains with easing prices and noted declines in hog and cattle costs.

Sheriff Sam House said rising water and a ramped spill cut off the cows as men rode, with local helpers Frith and Travis Jordan assisting Shields.
Louise Smelser Hays wife of Jack Hays 1611 North 4th Street Monroe died at St Francis Hospital after a lengthy illness. She was 67. Funeral at Grace Episcopal Church Thursday at 10 a.m. Burial in River View Cemetery Mulhearn Funeral Home in Monroe. She was active in Grace Episcopal Church and served locally and state level. Survived by husband sister Betty Echols two stepsons Tom Hays and L Jack Hays Jr three nephews George Smelser Don Echols William Echols and niece Betty Lou Carroll Memorials to Cancer Fund or Episcopal missions of St Patrick and St Albans.
Flood stage readings show changes along River St across stations Monroe Camden and surrounding gauging points. Station readings indicate rises to 46 with a 40 41.3 46 trend and a 2% Camden fall as conditions evolve.
Sheriff W E Capers announced the arrest of 21 year old William R Brumley of Route 2 Oak Grove on a murder charge in the death of Cheryl Bedenbender 11 whose body was found in a muddy ditch east of La 2. Autopsy not released but death listed as strangulation.
