Romania braces for pressure from Nazi Germany while seeking Western help to avoid excessive economic ties. A government spokesman notes a possible trade compromise but maintains independence. Rumanians at frontiers number about 500000, with no general mobilization yet.
President Roosevelt submitted Secretary Morgenthau's report noting no need to raise the total public debt limit of 45 billion dollars but urging removal of the 30 billion dollar limit on long term bonds. The letter says excess debt could be issued to carry through the coming year and recommends necessary congressional action to aid treasury financing under market conditions.
In Ocean Springs Mississippi Fred Burnett 19 CCC enrollee from Camp 1437 was killed while walking with friends on the main street. Walter Massey 19 from Chiefland Fla and Eleanor Larson 14 suffered injuries as a car struck them from the rear. The driver a grocery deliveryman said he was blinded by oncoming headlights. Burnett’s body was sent to Florida.
Washington reports that defense builds under Roosevelt plans will lift peacetime forces to new highs. Navy requests swell funding to about 750 million while the army budget totals 450 million, aiming for a strongest fleet, 6000 planes, 205000 regulars, and 1,000,000 reserve capacity within two years.
A second jury panel was summoned in Oak Grove Louisiana after the first panel failed to provide enough jurors for the murder trial of Wiley Johnson 33 charged in the Christmas Eve death of his brother in law Freddie Duncan. The case stems from a store confrontation four miles north of Darnell with Johnson an estranged husband who allegedly struck Duncan then Duncan attacked Johnson with a knife before Johnson fired three times.
E. E. Clifford a 44 year old Tennessee mill supply executive said he would not fight extradition to Memphis to face charges over alleged embezzlement of 18000 dollars. He was arrested in Houston and identified as secretary treasurer of Lewis Mill Supply Company. He denied planning a Houston nightclub.
President Roosevelt named William O. Douglas to the Supreme Court to succeed Louis D. Brandeis who retired. Douglas, 40, chairs the Securities and Exchange Commission and is a noted New Deal supporter's pick amid Western vacancy expectations.
In Washington on March 3 a Senate Finance Committee sentiment favored independent action to overhaul business taxes if President Roosevelt does not propose revisions. The president cited studies to assess effects while maintaining current revenue levels. Senators George Adams and Austin support Congress acting if administration proposals are absent. there is clear majority support for overhauling corporation taxes.
Mrs Ernest Roger Jr. of Louisiana launches a public search for her son Horace Harvey Roger 28 missing for two years. He last wrote from Cincinnati April 1 1937 saying he would go to New York for an engagement with several hundred dollars in his pocket. The family formerly in New Orleans now resides in Baton Rouge and suspects personal disappointments or self support moves.
Dr Eduard Benes former Czechoslovak president urged Americans not to tolerate rising totalitarian ideas. In a Chicago radio address he warned that freedom in Czechoslovakia is being guillotined as Munich pact pledges fail and a dictatorship seeks to erase liberty. He urged U S resolve in the battle for democracy against force.
The annual spring operating conference of Union Producing, United Gas Pipe line, Houston Gulf Gas and United Oil Pipeline companies opened for a three day session at Hotel Virginia. R H Har grove is general chairman. Morning talks covered operating and transportation expenses and safety improvements. A barbecue was planned for the evening and attendance exceeded 250 with a special train bringing 100 men.
The streets and parks department began removing the neutral ground at the Jackson and Lee Avenues intersection near Bark Dull Faulk school. Commissioner Tidwell said the large block will ease auto and bus traffic and remove a traffic hazard. Residents had requested its removal after street car tracks on Jackson were taken up.

Senate Foreign Relations Committee Chairman Pittman proposes allowing warring nations to buy arms with cash and ship in their own vessels, while Borah urges a complete ban on all weapons to any nation in conflict. The committee plans to meet Wednesday as Roosevelt signals need for statute revision.
Henry Ford and party arrived in Natchez to inaugurate the Natchez Garden club pilgrimage tours running from today through April 2. The group, including Mrs. Ford, traveled from Chattanooga after stops in South Carolina and Georgia. The itinerary features 22 antebellum mansions, pageants, and tableaux depicting old south society, with a reception planned at Elmscourt House of a Thousand Candles.

Miss Helen Oleczewski an 18 year old Chicago resident died after shielding a 15 month old friend’s baby. While crossing a busy street she threw the infant over her shoulder to safety but was struck by a car and killed. The baby escaped with minor scratches.
Nine southern state governors and delegates head to Atlanta for a Southeastern Conference meeting to probe a plan for freight rate parity. They review a report by Interstate Commerce Commissioner William E. Lee and contrast it with criticism from Harry C. Ames of New England shippers.
Jackie Coogan seeks court approval of an agreement with his stepfather and mother, Arthur Bernstein and his wife, to obtain about 126000 from their estate. He had sued for 4 million over earnings as a child star. a receiver valued the estate at about 291,715. He said settling at a table beats a courtroom fight.
London reports Prime Minister Chamberlain outlined three British steps in response to Germany. Aimed at rallying anti aggression powers, sending a trade mission to Romania, and continuing talks with Soviet Russia on Germany’s eastern expansion. Discussions with Soviet and diplomacy with France continued as tensions rise.
