Democratic and Republican leaders pledge to stop all filibustering as part of a bipartisan push. The move aims to streamline Senate debate and passage of legislation, signaling a potential major shift in procedural politics.
In a Washington caucus on March 8, Democrats and Republicans signaled broad support for a two-thirds vote rule to limit debate and end prolonged filibusters. The plan, to be reported by Majority Leader Martin, aims to neutralize the armed neutrality bill and move swift action in the Senate.
The senate opened debate on a cloture amendment under unanimous consent, with party conferees saying two thirds is the best obtainable without a long fight. In New York the Mexican consulate reports Germans obtaining passports to emigrate to Mexico at over 100 per day.

In London on March 8 T P O Connor moved in the house of commons a resolution urging that free institutions promised to Ireland be conferred without delay. He said the move would unite the house to settle the Irish question while maintaining war policy, noting Irish acceptance of wartime delay and trust in England.
In Dublin Ireland Premier Lloyd George warned against any Irish settlement that could trigger civil war. He urged delaying the Irish question during the war to preserve national unity and safety. He said Ulster cannot be forced to accept governance against its will and moved an amendment to the resolution.
The February recruitment brought 4,862 men into the army as officers expect to reach the authorized strength by July. The report notes continued gains during February and predicts full strength within months.
