Reports from Petrograd warn of Bolshevik moves toward ratifying the peace accord while raids and artillery battles continue on the Western front. Jenburg captures and Austrian unrest draw attention as Germany presses in Russia. In the U S Caldwell plans new banks and a Mortgage Loan firm as prices seek adjustment and new measures target alcohol sales near naval camps.
An American patrol of one officer and eight men, missing since Tuesday night northwest of Toul, emerged yesterday from a shellhole near the German line and dashed across No Man's Land without a shot being fired.
Ambassador Francis reported from Washington that the five mile zone around the naval academy at Annapolis and major training sites at Great Lakes Newport Norfolk Mare Island Quantico and Port Royal was established. The State Department indicated he was temporarily quartered with Siamese and Brazilian diplomats in Vologda while some Red Cross and public workers stayed in Petrograd.
Caldwell parish eyes local financing for part of the $45,000 Caldwell road bond issue. Central Savings Bank and Trust and Ouachita National Bank agree to handle $20,000 at 6 percent for five years as collateral for a $20,000 bank advance. Contractor to receive $20,000, with hopes bonds rise in value and be sold at a premium. total plan would bring $40,000 handled locally. A tax collection would retire $5,000 of the bonds. A committee will report to the Caldwell Police Jury Monday.
With the American Army in France on March 7 an American staff colonel accompanying French raiders for reconnaissance seized a Prussian lieutenant in an enemy trench and brought the officer to American lines. Americans repulsed German raiders Monday night.
Based on the three line method of trench warfare the War Department has approved the plan of organization fixing six divisions as the strength of an army corps.
A campaign to increase the food supply launches here as organizers seek loans for vacant lots to grow produce. Local leaders urge participation from residents and businesses to expand home gardens and community plots.

Washington dispatch reports Speaker Clark marked his sixty-eighth birthday today. An aide said the event was quiet with well-wishers.
News-Star presents a photoplay excursion to Greater New York at the Lyceum Theatre in Monroe. The feature is a real depiction of life in the city with landmarks from the Great White Way to the tenement districts. A triangle feature "Old Folks" accompanies the program, touted as the most wonderful yet.
Z R R Lawhon of Shreveport Mill and Elevator announces a Monroe Mill and Elevator branch will open near Olive Street by April 1. A large 80 by 11 1 2 foot warehouse is under contract, with flour and grain products planned and future expansion tied to local demand.
While in Monroe last evening H B Hearn superintendent of the Vicksburg Shreveport and Pacific Railway was reported to resign effective March 15 captain Hearn has been appointed to succeed him in the position.
Captain Hearn becomes head of the Shreveport traction company succeeding the late Captain Wm. F. Dillon who died in Caddo lake. President Larz A. Jones and Ford of W.S. and P. joined by Superintendent Hearn and Trainmaster Ferguson discussed future changes likely via promotions within the Vicksburg route officials.
Alien Property Custodian Palmer asked Congress for legislation to empower him to sell any enemy property in the United States within his discretion. The bill would be attached to the urgent deficiency measure before the Senate Appropriations Committee and supplements the President's request to acquire legal title to German wharves and other Hoboken property. Proceeds would go to the United States treasury.
Ouachita parish Road Districts Nos. 1 and 2 awarded a joint contract to Louisiana Sand Gravel and Construction Co. at 52 cents per cubic yard for gravel. Engineer estimates 80 000 more yards needed to finish the project, raising costs vs older contracts. Cars for hauling are promised by railroads including V S and Missouri Pacific to keep work moving.
The War Department issues a second call for draftees. Officials urge eligible men to report promptly as the campaign continues before June. The notice emphasizes SMALE percentage calculations and preparation across recruiting districts.
Washington March 7. War department plans do not call for creating new divisions in 1918. Less than 1,000,000 men are expected to be summoned gradually to fill existing organizations. A second draft date is uncertain pending quota method decisions.
