The Senate voted 69 to 18 to censure Sen. Thomas J. Dodd for using more than 116000 of political contributions for personal expenses and for double billing travel costs. The action, the sixth in U.S. history, stops short of expulsion and leaves Dodd still seated with full privileges.
President Johnson and Soviet Premier Kosygin met at Glassboro State College to begin talks on peace and war issues. They greeted each other warmly and planned a session open to discuss Middle East tensions Vietnam policy and nuclear arms controls. Kosygin congratulated Johnson on becoming a grandfather and they proceeded to a private den for discussions.
An explosion at the Army ordnance plant near West Burlington last night killed three women and injured four, one critically. Seven women were in the blast area at about 10 50 p m. three injured were identified while others remained unnamed. The blast occurred in a room of a building on line No 9 where heavy ammunition is loaded. cause not yet determined though a conventional chemical explosive may be involved. Denise Chenoweth of Macomb Illinois Agnes Schultz of Burlington and Patricia Elrod of New London were listed in fair to poor condition in local hospitals.
River stage at Monroe rises to 15.3 feet with a 1.2 foot change from yesterday. Flood conditions are present with the river at 40 stations, indicating rising waters along the riverfront.

Two Marine helicopters collided during a routine training mission at New River Marine Air Facility in Jacksonville North Carolina. At least 20 Marines were killed and about a dozen injured as one Sea Stallion struck the other during approach. The dead were not identified pending relatives' notification.
The Monroe City Council adopted a 1967 68 budget of 5 million with no surplus and approved hiring about 25 new police and fire personnel. The mayor warned against unauthorized spending while officials outlined reallocations runway and facility funding and a staffing plan under weather and equipment constraints.
Ten persons in a station wagon were killed when it collided with an asphalt truck south of Hardeeville South Carolina. The victims from Savannah Georgia included a man a woman two young children and several older children. The crash happened at the U S 17 and S C 170 intersection about four miles north of Savannah. The wagon struck a filling station and toppled a gasoline pump.
Edinburgh High Court jailed 26 year old East German sailor Peter Dorschel for seven years after pleading guilty to spying for the Russians on the U S Polaris submarine squadron based at Holy Loch Scotland. He planned to gather submarine movement details and transmit them to East Germany and had been ordered to settle near Dunoon with Russian funds.
At the United Nations Romania urged peace talks between Israel and Arab neighbors and offered help for a Middle East settlement based on peaceful coexistence. Prime Minister Ton Maurer said negotiations are essential, while Sweden's Sverker Astrom called for respect for Middle East independence and an end to arms buildup.
