New York June 22 The movement of additional regiments of the New York National Guard to Camp Whitmen Beekman NY was halted to complete the water supply Gen John F O Ryan ordered two regiments already at the camp and 11 awaiting orders to 70 Up to this morning Maj Gen Leonard Wood commanding the department of the east had notice that only two troops got cavalry and two regiments of infantry were mobilized in the whole department covering 22 states from the Canadian border to the Gulf of Mexico He said a regular army reserve corps was clearly needed and that the troops in camp are only up to peace strength about 1 000 men short of war strength He said it is likely the same shortage exists in all states and all regiments would have to recruit and drill before service He stressed no criticism of the national guard but noted the lack of readiness to defend on short notice Maj Gen O Ryan said offers from motor car companies to hold up contracts with European belligerents and turn over motor trucks ambulances and autos for use in the European war have been received He added enlistment in the regular army in New York has surged from 150 a month to 150 a day since the Mexican crisis and Plattsburgh training applications have doubled to over 175 a day
