Pope Paul Limits Bishop's Powers On Church Rules
Vatican City AP Pope Paul VI restricted local bishops from broad exemptions to celibacy marriage and priestly life rules. The decree, effective Aug 15, allows minor exceptions for celibacy age limits for marriage and priesthood and nun life, while basic changes remain reserved to the papacy. Local bishops may lift celibacy for a subdeacon near vows, but the pope retains power over exceptions for deacons and priest converts.
