Reagan Says Political Aims Limited To California
Reagan states his political ambitions are limited to becoming California governor. He defends his stance at a National Press Club luncheon, claims he has no presidential plans, addresses voters, and criticizes federal civil rights legislation as overambitious. He also rejects Birch Society as a Republican problem and discusses backing from diverse voters. In Belfast, 3000 Protestants march in a reform rally led by Rev Ian Paisley opposing Catholic-Protestant conciliation.

Rail Responsibility Bill Defeated In Committee
In Baton Rouge a House committee killed a bill making railroads liable for grade crossing accidents without automatic warnings. The measure by Rep Joe Chaison would hold railroads responsible except for drivers’ gross negligence amid 140 deaths in Louisiana. Railroad costs were cited as potentially bankrupting, while supporters noted current law directs surveys and cost sharing.
