Fate of rail job insurance bill uncertain
Washington June 16 A separate unemployment insurance program for railroad workers faced an uncertain reception at the White House after the Senate whips the measure through with little debate. The House already approved the bill. The treasury opposed the program and the Social Security Board said it was not in accord with the president's plan. Railroad unions claimed savings for roads and greater benefits for workers, while carriers said many provisions are unworkable. The system would tax rail payrolls at three percent up to 390 dollars monthly, excluding rail workers from state Social Security programs and rely on duration of unemployment for benefits.
