In North Little Rock Arkansas a 36 year old widow shot her three sons aged 7 13 and 10 in their beds then killed herself. Police say a note signed Mary explained the motive. The sons survived but remained in critical condition.
In a stunning 1963 election result, John Diefenbaker leads the Conservatives to the most seats but falls short of a majority, prompting a possible minority government. Louis St. Laurent resigns as Liberal leader. Pearson and a few ministers return, while Liberals suffer major losses.

Sen. Lyndon B. Johnson said he will support the 3.637 billion dollar foreign aid bill right down the line. Senate Republican leader Knowland of California joined in backing the measure, boosting its prospects to clear the Senate late this week with few changes to totals.
Secretary of State John Foster Dulles proposed a 30 minute monthly radio and television program on a reciprocal basis to inform people in both nations about East West issues. He doubted the U S is pressuring the Soviet Union and noted the idea originated from the 1955 Geneva talks by the United States Britain and France.
Monroe council adopted a resolution asking the Louisiana highway department to study traffic congestion in the business district and report recommendations. President Eisenhower, nearly recovered from a stomach ailment, spent about an hour and 45 minutes at his desk signing a large appropriation bill for State and Justice, and the federal judiciary totaling 562 891 293 dollars. A Santa Fe freight train collided with a farm workers truck near Rocky Ford Colorado injuring five and killing at least twelve. Bodies were scattered along 400 feet of track and the driver Sylvester Licano was among the dead. Authorities noted uncertainty over the exact death toll as search efforts continued.
The Monroe City Council disputed Rep. Lawrence Gibbs claim of a 30 percent fire insurance rate cut inside Monroe limits. Officials said the reduction, about 37 percent overall for commercial and residential buildings, resulted from joint effort and improved firefighting, not a single person. Gibbs cited state officials and noted manuals would be released to agencies after press publication.
