Forecaster Elmer Fisher says the Columbia crest nearly matches last week, with dangers of further breaches and possible dike failure. Evacuations remain in effect downriver as soft dikes threaten Reynolds Metals, Troutdale, the airport, and golf courses. Capper’s stance on agriculture and foreign affairs
The Kansas Senator Capper, noted for agricultural ties, explained his view via reporter remarks: Arthur Vandenberg of Michigan knows foreign affairs, while Kansas remains largely farming. Draft plan for universal registration and service across states
Gurney said the Lodge plan was turned down by a unanimous vote of the armed services committee and he expects the senate to do the same. The senate bill would require registration of all men 18 through 25 and medical professionals up to 45. Those 19 to 25 would face two years of service. 18 year olds could volunteer for one year of training up to 161,000 next year. Both groups enter a reserve pool. House leaders have prepared a 19 to 25 draft bill but will wait for the senate action.
