Washington June 2 The United States will keep alive its suspended naval construction program despite ongoing delays in ratification of the Washington conference naval treaty. Navy department said ammunition and guns originally slated for main battleships and battle cruisers will be transferred to the war department for coastal defense. The set of 16 inch rifles and related stockpiles, including two thousand shells and two million pounds of powder, were moved, with storage at Dover New Jersey. some shells will go to Hawaii where sixteen inch rifles have been installed. Estimated holding costs reach about one million dollars monthly.
