Phantom Cars Insurance Scam Uncovered in Philadelphia
Investigators from Pennsylvania State Police FBI and insurers reveal a 3.4 billion ring based on phantom cars. The fraud centers in Philadelphia with inside info from GM and the state Motor Vehicle Bureau, creating fake registrations, stealing cars, and filing claims. As many as 250 people using 1 200 fake names involved. 36 arrests this month. The scheme began in 1969 involving 450 phantom GM cars and about 400 million in paid claims across 13 insurers. A typical case used aliases to register late model Pontiacs at a fictitious Philadelphia address, obtain titles by mail, insure them, report them stolen, and claim payouts. Continuous computer checks in Harrisburg aim to catch the ringleaders. The criminals use knowledge of the coded vehicle identification prefixes to fraudulently route titles and claims.
