Foreign ministers of 21 American republics reach solidarity on handling European possessions risks. The draft act names provisional administrations for non American territories in danger, to be returned or reconstituted when emergency ends. Cordell Hull hails drafting as a personal triumph.
The Commerce Department reported that the first half of 1940 total income payments reached 35.338 billion dollars, up 1.657 billion or 5 percent from 1939. June payments rose to 6.202 billion, 551 million above May, with real income slightly above 1937 levels despite higher living costs.

Raiford Florida July 29. Frances Dunn 17 who was lured to death by Bert Goddard promising movie links was killed in the state prison electric chair after a Palm Beach county sheriff switched on at 8 32 am. Goddard in a three minute statement before the current said Frances kept her honesty and asked forgiveness. He added I killed Frances Dunn and I have already suffered enough. A friend Jean Bolton was also lured during the trip but survived.
A cloudburst caused a theater roof to collapse in Monte morelos near Monterrey Sunday night, killing twelve people and wounding several others, authorities said in Mexico City.

Herman R. Ford, a Choudrant farmer and logging contractor, was killed when a log rolled over him a few miles from Choudrant. He is survived by his widow Log Ford, daughter Marie, and sons Monard John E and Vernie Dale, all residents of Choudrant. Funeral arrangements have not been announced.
