The Reconstruction Finance Corporation announced a 425 million dollar loan to Great Britain to pay for U S war supplies, supported by collateral valued at about 500 million. The loan, at 3 percent interest for 15 years with a possible 5 year extension, aims to provide dollar exchange without forced sale of assets.
Royal Air Force heavy raids extended from Denmark to northern France with targets in western Germany Denmark the Netherlands Belgium and coast between Calais and Boulogne. Allied bombers hit Frankfurt Mannheim Cherbourg and Ostend while civilian casualties were reported by a German announcement.

Washington reports Jesse H. Jones, federal loan administrator, offered to buy strategic materials from Russia to aid wartime purchases. He told reporters he spoke with Russian ambassador Constantine Dumanzky about a week earlier. Main hurdle is transporting manganese and chromium from Western Russia to Vladivostok and then to the United States. Jones did not specify quantities but said the U S would buy all strategic materials Russia can deliver, not necessarily balanced by equivalent war material purchases.
