The Ouachita Police Jury wrestled over liquor licenses amid a heated session at the courthouse. Joseph Washington won approval for a bar 1500 feet from Shady Grove School while Floyd Moore’s near Lazarre’s Point was rejected due to teens’ swims nearby.
In Katowice Khrushchev spoke to about 3,000 at the rail station and faded in and out of intelligibility as Wladyslaw Gomulka and officials looked on amused. He recalled serving as a general on the Ukrainian front and visiting Katowice at liberation.
Rep William H Meyer denounces what he calls judicial dictatorship after his son Karl H Meyer 22 receives a six month sentence from Judge Richard F Robinson for trespassing during protests against an Omaha missile base. He had been fined $500 and suspended on condition of staying away. He returned to the site and was rearrested to serve the jail term.
The Senate Commerce Committee approved a bill to exempt newscasts and other news programs from the equal time rule for candidates on radio and TV. Brushy Mountain Prison officials reported 11 dynamite booby traps in a coal mine where three foremen were held by rebellious convicts.
Gov. Earl Long's executive counsel Dupre Litton announced a special session of the Louisiana Legislature will be called for August 10. In Cheneyville a 55 year old black man sought for the fatal shooting of a black woman surrendered today to a state trooper in Bunkie without resistance.
The Senate Constitutional Rights Subcommittee approved a two part civil rights bill by 4 to 3 and sent it to the Senate Judiciary Committee. The measure would extend the Civil Rights Commission to January 31, 1961 and require preservation and production of federal election records. Opponents were Sens. Ervin Johnston and McClellan. supporters were Hennings Carroll Hruska and Wiley.

President Eisenhower attacked Democratic National Chairman Paul Butler’s assertion that Democrats favor workers and Republicans serve lenders. He said the claim shows ignorance and urged Congress to lift the debt and manage finances amid inflation and rising costs. He noted the federal debt exceeds 280 billion dollars and warned about borrowing limits.
A federal district judge ordered the Orleans Parish School Board to present by March 1 a plan for complete desegregation of public schools in New Orleans. Judge J Shelly Wright noted the board has not complied with his February 1956 directive and outlined a phased desegregation schedule by grade level. The court stressed shared community responsibility in the decision and expressed confidence in local leaders to uphold law and order. The board has fought desegregation through all federal appeals.
President Eisenhower angrily denied any fraud within the executive branch after a question by Clark Mollenhoff of the Des Moines Register and Tribune and Minneapolis Star and Tribune implying secrecy could conceal fraud. He urged the reporter to put the question in writing for a careful review.
Louisiana Farm Bureau Federation to hold its 37th annual convention in Monroe Sunday through Wednesday. About 2,300 members from 61 parishes expected. Notable speakers include Charles B. Shuman Otto Passman Allen Ellender and Billy Cannon. Parades and a banquet highlight the four day program.
Canton Mississippi AP reports Everett Richard Son 22 and Ned Bolton 22 escaped from a Baton Rouge prison farm. Richardson was captured after abandoning a car. Bolton remained at large with a pistol believed taken from a glove compartment. Authorities warned he may be hitchhiking through north Mississippi.
The Louisiana Civil Service League planned to file suit in district court to test Act 50 of the 1959 legislature, which provides raises for state police and drivers license examiners. The league says the act infringes on the civil service commission's authority to set pay scales.
NEW YORK AP The steelworkers union proposed that the industry and union submit strike issues to a fact-finding board headed by a neutral chosen by Chief Justice Earl Warren. David J McDonald said the board would hear all disputes and issue nonbinding recommendations to aid negotiations and quick settlements. Arthur J Goldberg, the union’s counsel, released the letter to reporters, noting President Eisenhower earlier refused to name such a board.
President Eisenhower said current conditions do not justify invoking the Taft Hartley act to end the steel strike. He cited free bargaining as essential and noted stockpile levels would have to fall drastically before defense production was imperiled. Representatives from both sides planned to meet with the Federal Mediation Service as discussions continued.

Harlem tensions rise after a near riot in Harlem where two officers were shot and a woman beaten. Manhattan officials meet with Harlem leaders at City Hall as Police Commissioner Kennedy orders 83 extra officers to the area. Harlem leader Hulan F. Jack cites housing, schools, sanitation and jobs as underlying causes.
President Eisenhower and Secretary of State Herter appear divided over Bohlen's future. The president says Herter mentioned a top post but has done nothing, while Bohlen contemplates retirement after 35 years unless offered a senior role.
