Washington July 15 The peace proposals by Secretary Bryan are viewed by many Congress members as possibly weakening the Monroe Doctrine and embarrassing the United States. The plan would bind the U S to an international commission for disputes, potentially barring intervention for a year and inviting Latin American and other nations to seek influence and dampen U S leverage. Twenty nations are said to have accepted the principle, with Japan among those not yet favorable.
In Houston on July 15 W. J. Engel and his wife Agnes Engel faced a brutal home invasion. Three men held Engel at knife point while one attacked Agnes as their two young daughters Margeret and Violet witnessed the assault. Police are investigating and skeptical of Engel's account.

Washington July 15 The lands bill revising the Erdman law provides arbitration of wage disputes for forty two eastern railroads. The House passed it without a roll call and sent it to the Senate awaiting passage for the President's signature. Employees threaten to strike. railroads agree to submit differences under the new provision. President Wilson indicated he would sign the measure.
