BATON ROUGE The State Bond Commission issued the first 15 million dollars of the 200 million highway bond issue at a surprisingly low rate of 5.59 percent. Howard Weil Labouisse Friedrichs of New Orleans led a syndicate of six firms with bids near by Kohlmeyer Co New Orleans at 5.61 percent and Merrill Lynch at 5.62 percent. The bonds finance a long range highway program approved last year aided by a one cent gasoline tax increase. The first issue matures in 15 years, with interest totaling 4.95 million.
