Senate presses final action on postal pay and rate bill
Washington January 80 Managers of the postal pay and rate increase bill pressed for final action in the senate today after most amendments were disposed of yesterday. A Curtis motion to make salary increases retroactive to January 1 was defeated. Opponents predicted house rejection over constitutional authority. The bill raises private mailing card rates to one to two cents, sets second class reading matter at 1 1/4 cents per pound, and imposes ad rates by zone. Weights and charges for third and fourth class service would shift, with a 25 cent special delivery fee and rural route packages exempt from the two cent service charge.
